Human Rights of Persons with Dementia and Their Care Partners: A Multiple Case Study of Their Experiences with Health Care and Services

Abstract : Lack of respect for human rights creates significant adversity for persons living with dementia (PLWD) who are vulnerable to a range of harmful experiences including isolation, exclusion, abuse, violence, injustice, and marginalization. This study aimed to describe PLWD and their care partners (CP)’s experiences with health and social services in Canada during the COVID-19 pandemic, which worsened existing problems. We performed a qualitative multiple case study using a participatory approach. Between April 2022 and April 2023, semi-structured interviews were conducted with 11 PLWD and 55 CP from four Canadian provinces (Quebec, Ontario, Saskatchewan, and Alberta). Guided by the World Health Organization Framework on human-rights for PLWD, a hybrid thematic analysis was conducted within each province. Provincially identified themes were merged to arrive at cross-provincial findings. Four major themes were identified as factors influencing respect for human rights: 1) Health and social care professionals’ practices and behaviors; 2) Care partners’ role and burden; 3) Unpreparedness of the healthcare system; 4) Public health measures. It is crucial to maintain continued accessibility of health and social care services, guarantee that discriminatory practices are not applied in the delivery of care, and foster an environment that empowers PLWD and CP.
